This memorandum addresses the ideas outlined in Board Member, Harry Hoglander's presentation. The NMB will host a Section 3 Committee meeting at the Board's offices in Washington, DC on April 15, 2003. Please be prepared to present a plan for implementing these ideas at this meeting:

Reduce the number of cases heard and not decided to 15 per arbitrator.
Reduce the time from date of hearing to decisions from the current 6 month rule to 90 days. All cases must be completed within one year after receipt of the notice of intent at the NRAB. Implement an internal NMB monitoring process to identify multiple cases of similar circumstances and contractual issues arising on the same property to assure the most efficient use of government funds when certifying arbitrators. |
