NATIONAL
MEDIATION BOARD
PUBLIC HEARING
JANUARY 11, 2005
As you probably know, NMB conducted
a public hearing on January 11, 2005 with respect to
the proposal to charge fees to parties for the use
of the Board's arbitration services. If
implemented, this proposal would materially and
adversely alter the operation of Section 3.
Working from the Comments which NARR previously
filed in connection with the overall proposed
regulations, Jim Conway and I prepared and I
presented Comments to NMB on the subject. The
Comments are reproduced below.
A number of other witnesses
testified on the subject. All except the NRLC
were opposed; Management thought the fees were too
low. The statements covered a number of
different points. We have obtained as many
statements as possible and have posted them for your
review. The Board's initiatives have drawn
opposition from Congress as well as from the
Organizations and NARR. We will keep you
posted on developments.
